It s generally not a good idea to put a pc tower directly on carpet for three reasons.

Carpet generates a lot of static from people walking on it.
When building my pc do i keep the power into the wall outlet but with the psu turned of or do i take it out of the power completely putting the pc on the floor while using an esd wristrap.

Plug the psu into a power socket to ground the pc.
Instead of building a pc directly on your carpet you should build it on a desk and ensure you re not wearing extremely fuzzy socks or clothing that makes you shock things when you touch them.
Bind all the power cables coming out of the psu together and put them to one side.

That static eventually dissipates but you don t want it zapping through a computer case.
